On 23 April 2025, the European Expertise and Expert Institute (EEEI) submitted the e-REX Project (European Register of Judicial Experts) in response to the European Commission’s call for proposals JUST-2025-JCOO, aimed at strengthening judicial cooperation in civil and criminal matters.

The project seeks to create a central digital register of judicial experts across the European Union by connecting the national systems of participating Member States. Judicial expertise plays a key role in both civil and criminal proceedings. However, significant differences exist between Member States regarding the appointment, remuneration and recognition of experts. These divergences may complicate cross-border proceedings and make it more difficult for judicial authorities to identify qualified experts from other countries.

The e-REX initiative builds on previous projects, Find an Expert I & II, which analysed national systems and developed a prototype European register. The new project aims to improve transparency, facilitate access to reliable information, and promote greater consistency in the use of judicial experts across the EU.

The platform will initially integrate data from several pilot countries—France, Belgium, Italy, Luxembourg, Romania and Poland—and will be accessible to judges, experts, lawyers and citizens. It will also rely on e-CODEX to ensure secure and reliable information exchange. In addition, the project will collect data on gender representation in order to support greater equality and inclusiveness within the field.

e-REX is implemented by a consortium led by EEEI, in cooperation with the Belgian Conseil National des Experts Judiciaires (CNEJ) and EuroExpert. A steering committee and specialised working groups, including magistrates, experts, academics and representatives of justice ministries, oversee the project’s development.

By establishing a secure and transparent European register of judicial experts, e-REX aims to strengthen cooperation between Member States, improve the efficiency of cross-border judicial proceedings and contribute to building mutual trust within the European area of justice.
